    Can you pop a screw-out pie plate in the top and then use a bulkhead fitting? Cap/plug/burn/melt/etc the existing one and don't use it anymore. "How" is it cracked? You could try plastic-welding to fix the existing fitting.

    As long as it's in a spot that has clean water and in about the back 1/3 of the boat, you're good. Make sure there's nothing in front of it (strakes, pickups, etc) that would disrupt water flow. That's really about it. Oh... if you have a trailer - take note of bunks/rollers, too.
