Can you mount a windlass without having a pulpit on a 228?

I agree, in my search's of 228's I've seen pictures of kickers that looked like they were hanging off the swim board.

Can a 9.9 Yamaha be mounted on this swim deck? Or do I need to install a mount on the transom?
