Used to have a large army/navy net over the topside of our old center console. The net will flap a bit in the wind. Have found it to be the most effective over the years vs other methods
Honda/Suzuki/mercury/Yamaha all have excellent reputations. I don’t think you will be unhappy whichever way you go, and you will enjoy the little extra hp
Agree that your first item to check is if the oil level is enough in the reservoir to operate the trim. The seals may need to be replaced but if you fill up the oil again it may work for a while.
this is correct for CA. There is a boater ID card requirement in CA - phased in based on operator age the past few years. I think it was a 4 hr online course, a fee, and ID in the mail.
Depends on the quality of the varnish. They will include inhibitors into the mixture designed for uv protection.

I think one of the benefits of spar varnish (I use epifanes too) is that it can flex a little if the humidity changes or it gets wet. With your epoxy coats, it may be sealed well enough to avoid anyways
I’d try to get it for $5k or less and limit how much gets pumped into the boat, enjoy it how it is. If you know the guy you might offer to help him power wash the boat and get a closer look at things - is water flowing into the bilge from somewhere topside, has the gas tank ever been replaced...

I see, although I think the same comment applies. Value isn’t just $ value for an item, what value can get placed on peace of mind, enjoyment, satisfaction of completing a project, stress relief, whatever
the value is the utility of the boat, and the opportunity to do something else w the extra cash in bank. I think the value isn’t really the $ assigned to resale for the folks that repower
I agree 5/8 isn’t needed in general use. You might visit docks that can only use 1/2 or even 3/8 so have a few smaller lines on board just in case if you go larger
