    Heck it's only 1/8 difference, a 1/16 on the outer edge. Sealant will fill that difference. Don't use the same holes, make new ones . Seal ( use 4200 or equivalent) the old hole and the inside of the hole in the transom. There are cheap options out there, buy the best you can find.
