The pump that runs continuously and doesn’t draw water up is bad - probably diaphragm. Check that everything is tight. They can be rebuilt but I usually replace with exact same pump so mounting and hoses are in same place.

Depends on why you are anchoring. If you were doing serious wreck fishing or anchoring in a few hundred feet of water you wouldn't be using a windlass.
Most boaters don't need anything crazy. 20' of chain and 150' to 200' of rode would be fine.
Even the paint finish started to fail over time. You can see where the neoprene strip were that also failed to adhere and compromised the paint and tank. Interesting that the tank did not corrode where there was no support underneath it (1/4 the way down).

Look at the wires coming from the battery charger.Typically they are wired direct to the battery lugs. So no -switches are not involved.

Can't tell exactly where this is on the boat but it looks like a grab rail. You need to remove it and re-caulk with 3m 4000uv. Make sure you use 316 stainless bolts to put it back on. The rust stains can be removed with a spray rust remover but if you don't fix the problem they will come back.

Placed new tank, completed the new bulkhead installation, installed tank spacers, cleaned up and placed floor over fuel tank.

If i had your use case I would and knowing what I know now I would first - not fill the tanks in the fall. Install a set of Sierra clear bowl fuel filters. Make sure you replace fuel fill o-rings. Run the boat with forward tank only. I do this all the time with my NJ/FL seasons.
