Try the master key. There may be a small hole to trip the lock - if it's really locked. More likely just jammed up. Anything in the head to fall and lock it?

Let's not over complicate a simple problem. Put a voltmeter on each light and check them out. It's not really that hard to do! Wire loose, bad bulb, etc. How hard can it be?
