    If it has the 8 point socket on the cap, you should be able to loosen the capstan and it will free spin. You need a special wrench. Sometimes a square drive breaker bar (1/2 inch I think) will fit the 8 point socket.

    To test if this is the case, next time the gauge reads full and you think it shouldn't, pop the rear access cover where the tank sender is and disconnect the pink wire. Your gauge should then read zero (after a few seconds).
