    The dip switches if present may be under robber plugs. If I remember correctly, the number of stator poles is one setting and 2 stroke vs 4 stroke is another. Depending on what motor the new gauges came off of, you may not need to change anything.

    I flush up and leave it up. I too would think that putting it down would allow not only salt water to enter the lower unit but also marine growth, including barnacles, worms etc. In potential freezing situations, I leave the LU down to reduce the chance of water freezing in the LU.

    I would guess that there is more of the gunk in the bottom of the tank. Yes, it could be the fill or even the vent hose that is breaking down. Silicone is not a compatible sealant for gasoline applications, neither is RTV.
