You might also try asking on www.screamandfly.com. Those guys know absolutely everything about outboards. You might also try having a buddy drive while you manually manipulate the carb linkage to see if you get full RPM that way. Calm water only of course... :)

I would cut the gunwales on both sides about 3" aft of the forward fish boxes and remove them entirely. Then do the same for the liner and remove it as well. That will require the least amount of glassing/fairing when it comes time to put it all back together, and will give you the most access...
