Wet transoms are not uncommon. The plywood doesn't go to mush immediately. It still has strength - thru bolt it. But plan to repair that transom down the road.

On my 268 Islander the anchor locker drains into the forward bilge. It could be different on your model or year. If it is there will be a thru hull mushroom up forward - but I doubt it! I don't particularly like it that way because its more than water that gets into the bilge.
