2006 motors are in the group that are prone to the exhaust corrosion issue. A scoping at a minimum is advisable in addition to a survey.

Try a little spray of starting fluid. You can also use brake clean. Spray into the intake manifold and see if the motor fires up. I it does, it means you have a fuel delivery issue or fuel condition issue.

This is a really rough guess: Space the aft bunks about 57 inches apart. Forward bunks , try 27 inches, Position winch bumper so that the distance from the center of the two tires to the transom is about 75 inches. These are based on a newer 228 but should be close enough

I'm not 100% sure but if the motor is a 2 stroke with fuel injection, the tack signal comes from the Electronic Control unit and is a green color wire. I don't know if this info is going to help .
