Check your fuel pickup tubes. The screens at the bottoms may be clogged. Sounds like you've handled everything in-between the tanks and the motors. Try running on a portable tank and see if the issue happens again. I would say carbs are due for rebuid, or your fuel pickups are clogged. Have...

yes, theres usually a brass drain plug for a slotted screwdriver on the bottom of the float bowl. Would be located on the bottom most part of the Carb (if you're unfamiliar).

check for any breakers that may have tripped/off on the generator itself. Does it have an electric fuel pump? Or any kind of lift pump to get fuel from the tank to the generator? If it does, make sure you hear it running when cranking/priming the generator. If it is carb'd and was fogged out...
