On some boats the cable end under the dash can be taken off and pulled back while disconnecting and pulling out at the motor tube......then clean out the motor tube using a brass 12ga shotgun brush
IIRC disconnecting pink wire will show empty tank (as previously mentioned) and touching the pink wire directly to ground will show a full tank....if that works then your sending unit is n/g.

Most decent marine wiper motors can be adjusted for sweep angle and left or right park internally in the gear mechanism easily
