    It may be that a previous owner installed the livewell option and didn't do it properly. That same job could well have been one of the reasons that the transom rotted. Can't say for sure but as mentioned the pickup ( scoop type) should be under the boat, not through the transom

    I wouldn't replace anything unless you have a good idea what the issue is. You can add more variables by replacing parts. The VST is a good example. It is super easy to test top see if the throttle is opening all the way and you don't need two people. That is the first thing I would do.
