    Use the tape, but if drilling a straight hole, I run the drill backwards through the gel coat, until I get to glass. Less flaking or chipping of the gel coat around the edges.

    If you are re-drilling an existing hole, epoxy a square of 1/2" plywood to the underneath, and drill a new pilot hole in the plywood(May need a longer pilot bit).     Couple of ways to do it, one with a Y valve, or with a tee and a cut-off valve. BUT, live well pumps are typically high volume, low pressure, which is not the best pump for wash down.     Ride Balance Changed After a Rough Trip

    Have you looked to make sure both trim tabs are fully retracted? I agree with Skunkboat, that it sounds like a running gear issue, however, that would not explain a noticeable list at rest. Only a weight shift would cause that, in my opinion.

    I can't help, but it would be nice, if anyone removes one of these vent windows to replace the latch or something, if they would take a couple of good pictures of this infamous hinge, especially a profile from the end, so that others can see what everyone is dealing with. Posts like this one...
