    It wouldn't be a bad idea to take some sandpaper to the black stuff - on the off chance that it is some type of oxidation (or whatever) making it less effective. I don't see how that can hurt anything.

    Yes, some kits are, as you wondered, "general" fit. As Skunk mentioned, look the diagrams - make sure you are looking at a diagram for YOUR serial number as sometimes there are changes made over the years.

    There is no thick, plastic coating used on lower units - it's either paint or antifouling (which is also paint). I think you'll have to better explain or, ideally, post a couple of pics so we have a better idea of what you have there as it sounds like something out of the ordinary.

    Gotcha. It's possible the housing is scored (it only takes a very small score to cause issues). Since it seems to be happy - and especially if it's happy out on the water, I wouldn't worry about it (although it would still "bug" me as to why :) ) But your last sentence is the most important...
