Could use teak or some other material as others suggested and just make a trim frame to fit your new setup. Use existing holes and use short screws from the inside out to the teak trim frame.

Often you have to buy the service manual separate and it will have a lot more info on the engine. Meaning you might have the owners manual but not the service manual

Definitely doable. The transom probably needs strengthening to support an outboard bracket. There are bracket builders which can match to certain models of boats - depends on the shape of the transom so the bracket has to match the pitch/slope to provide the right level/balance for the outboard...
