    I would consider that bulkhead to be structural (there are other bulkheads in close proximity, but better safe than sorry). Just cut it out and then glass it back in. Easy. By the way... how did 10 year old fuel tanks get so bad so quick to need replacing? It does look AWFUL wet in there.

    It looks like you didn't sand enough. That spot where the void was/is needs to be completely sanded/ground away till you get to solid glass. Trying to just fill into the hole won't be successful in the long run - it's still a weak spot. What you have at this point is kinda what the repair was...

    I've always thought it strange to put the pump inside the holding tank. It is just as effective by mounting it outside the holding tank in a more accessible location.

    If you want to try something, measure the opening and then go to HD or Lowes and look at the various shower drain inserts. Or try Amazon. To your original thought, I wouldn't stick something in there that could end up falling in creating a clog.
