If it is the hinge shown in KY’s picture above, the area on each side of the pin is actually a cover which pops up, and the screws are underneath on each corner.

Mold has to have a food source, and it is not vinyl or plastic, it is organic matter on the surface and in the cracks. Clean with a soft brush before you treat with anything.

Only one side of the snap is on the boat. Even the OEM would send you the cover without the other side installed.

If the transom is wet, then the transom has a leak, the hull bottom should be solid glass.

There is no access to the pump through the drawer assembly on a 2000 model. Access to the pump is a pop out plate on the front of the port seat base, and the fill is a chrome cap, which looks like a gas cap, below that.
