    The test by Grady shows a 16.25" prop, but you said the boat came with a 19? Are you sure you started out with the recommended prop? We actually tried the ofs4 on the Voyager, but regardless your results will be similar if you can't get the prop high enough. 15.25" x 16 pitch.

    Looking at Grady's performance data on your rig, you either have the wrong prop, or a poorly reworked prop causing major slip. There is no way you should be falling off plane at 4k rpm.
