The bracket does not have a closed tub. The end that meets the transom only has a flange for the bolts...and there's no bolts across the top that I'm aware of. So, if the caulk there had gaps, there's a good chance that is where your leak is/was. Best way to fix that is to pull the bracket...

There is also the possiblity that the hole goes completely through the transom and into a sealed compartment inside the boat. I've seen this a few times on GWs, Makos, etc. Those compartments can get enough water in them that it would take 30+ seconds to drain from 3/16" hole or so. If...

What coring material are you going to put back in there? I've seen those pics of the GW transom from Composite before. I even talked to them about what to use in my Mako transom. Ironically, they recommened Marine Ply...and to just make sure the job is done properly. :)
