If I recall, mine also had a 17" prop. Were you getting your speed readings from a GPS or a speedometer? Marine speedometers are not always accurate...particularly if there is growth on the pitot tube or the tubing itself running between the transom and the guage is pinched or split.

Sounds like somebody probably dropped a lead weight on it... The deck can be repaired....not a huge job. A good fiberglass guy can match the non-skid and you will never be able to tell. If everything else checks out, I wouldn't let this be a deal breaker. Just factor it in to your offer....

Depending on what year your Johnson is, the two relays are hidden in a plastic compartment on the back of the powerhead. Remove the motor cover and press the tilt button in the direction that works. Listen for the "click" and you will be able to locate the relays.
